A small city with an unusually large commercial side
Stafford had 17,666 residents at the 2020 census across about seven square miles, but its commercial and light industrial footprint is far larger than that population would suggest. The reason is a genuine local peculiarity.
The City of Stafford stopped levying non-school property taxes in 1995. It is the only city in the Houston area to have done so and the most populous city in Texas to have done so, funding itself through sales and franchise taxes instead. Stafford’s residential areas span a wider range of build dates than the newer master-planned communities to its west, which means the systems vary more than they do in a single-era neighbourhood.
Three patterns come up repeatedly.
Single-storey houses with equipment in a garage or a closet. These are the easiest to work on and the least likely to produce a catastrophic condensate failure, because a drain overflow lands on a garage floor rather than a bedroom ceiling.
